This move was a consequence of the secret protocol of the 1939 Molotov-Ribbentrop Pact, and was made possible by the Fall of France, that rendered the Anglo-French guarantees of Romania's territorial integrity meaningless.[4] The USSR had planned to accomplish the annexation with a full-scale invasion, but the Romanian government, under a Soviet ultimatum delivered on June 26, agreed to withdraw its troops and administration from the territories in order to avoid a military conflict.Germany had been made aware prior of the planned ultimatum on June 24 and had not informed the Romanians, nor was willing to provide support.[5]
